Mayor John Hamilton has appointed Scott Robinson director of the City of Bloomington Department of Planning and Transportation, pending approval by the City’s Plan Commission at its next meeting, scheduled for October 12. Robinson will serve as interim director of planning until that time.
Robinson has served as the department’s assistant director since 2018 and has been involved in stewarding and shaping Bloomington’s land and transportation during his 18 years of service within the City’s planning department. As assistant director, Robinson served as team leader in the multi-year process of developing and adopting the City’s new Unified Development Ordinance to further the City’s goals for affordable housing and sustainable development, among others. As the department’s planning services manager, Robinson led a similar, multi-year process leading to the adoption of the 2018 Comprehensive Plan, a vision statement for the City’s land use policies. Among other key projects, Robinson also played a lead role in the adoption of the Bloomington/Monroe County Metropolitan Planning Organization’s 2040 Metropolitan Transportation Plan.
Robinson will replace Terri Porter, who retired as director effective September 25, after leading the department since April 10, 2017.
“Scott’s planning expertise, his commitment to affordable housing, climate action, and racial justice, and his deep institutional knowledge all will serve Bloomington very well in continuing to advance our community’s goals,” said Mayor Hamilton. “I am deeply appreciative of the outstanding leadership Terri Porter provided and the great progress made toward these goals over the last four years, and all of us wish Terri well in her retirement.”
Robinson has been certified by the American Institute of Certified Planners since 2006 and the American Planning Association since 1999. He has been a board member of Downtown Bloomington, Inc. since 2002.
Robinson holds a master’s degree in planning from the University of Wyoming and a bachelor’s degree in political science and biology from the University of Colorado. Robinson will receive an annual salary of $101,418.
The assistant director position will be posted at the City’s website upon the Plan Commission’s approval of Robinson’s appointment.
